18   five new chalets development

My client found a large plot of land in Morillon and because he does not live in France, he asked me to visit the land and assess its potential for a development of five large alpine chalets. After my research he decided to purchase the land and appointed me as his representative for negotiating the purchase price with the estate agent and seller. This was a client of my building company initially. As part of this I recommended a suspensive clause in the purchase contract for obtaining planning permission for the proposed five chalet development so that my client was protected if permission was refused. His plan was to keep one chalet and sell the other four. The land was already divided into five awkwardly shaped plots and, although constructible, the local maire wanted to change the designation to non-constructible, so we did not have time to apply to change plots’ sizes and shapes. The project had an extremely tight schedule because of this risk, and we had to design and submit planning applications for five 250m² chalets in six weeks. The strategy agreed with the client was that we submit the applications with the best possible designs with time added to his overall project schedule to allow post submission design work and for submitting modification applications after obtaining the planning approval. At the time of winning this project, I was joint partner of an architecture practice* and unfortunately my business partner (co-designer and architect) was going to be absent for this six-week period, so I had to quickly recruit three freelance designers to work with me on these projects. I also had to persuade the geologist and land surveyor to do their work extremely quickly so that we had the correct data to use when designing. In addition to the tight schedule constraints there were stringent local regulations relating to landslide risk, underground water sources, and general humidity of the plots. The water sources meant that no habitable spaces were allowed underground, and the lowest point of any internal habitable space (including technical and utility rooms) had to be 0.5m above existing terrain level (TN). Openings were not permitted on the façade facing up the slope or the sides of any development unless they were more than 1m above TN. The land had an average slope of 33% and we were also limited by maximum building of height 9m above TN. In addition, no land could be raised or lowered by more than one metre from TN. This made it very challenging for getting cars onto the land and parked whilst keeping the maximum 15% pitch allowed for driveways. The goals were all achieved, and we gained permission for all the chalets securing the plot and the project for the client. The chalet projects are shown in Projects 01, 04, 12, 24 and 25. The client then commissioned the following. •Modification of each design as per our initial strategy which entailed design improvements and increasing the habitable space, and submission of modification applications. •Hard interior designs for each chalet. •Technical construction drawings and set out plans. I liaised with artisans, surveyors, timber and concrete engineers, and bureau d’etudes (EN) for technical calculations for heating systems which informed the design process for the bathroom, and lighting layouts. •Design consultation with the company erecting the chalet in Project 01 which was made using SIPS panels.
